CHAD and Health Centers Advocate in Pierre
Last week, CHAD hosted health center members in Pierre for our annual South Dakota Legislative Days event. It was an inspiring couple of days, with 15 health center advocates bringing their impact stories and perspectives to Pierre. Over the course of two days, attendees engaged in meetings with Secretary of Health Melissa Magstadt and her team, as well as Secretary of Social Services Matt Althoff and his team. They also enjoyed conversations and networking with various state legislators. We look forward to continuing these conversations as we work toward our vision of access to a high-quality system of care for all South Dakotans. North Dakota Zero Suicide Community of Practice Applications Due February 16
 
ND HOPES and the North Dakota Rural and Tribal Suicide Care Project are accepting applications for the 2024-2025 North Dakota Zero Suicide Community of Practice (CoP). The CoP will consist of monthly virtual sessions – a mix of group and individual meetings – with our experienced staff to help you successfully implement the Zero Suicide model in your health or behavioral health care clinic or system. The CoP will run for a total of 18 months, from April 2024 through September 2025. Applications are due February 16. Learn more here.
 
Week of Action for Health Center Funding – Win Treats!
 
What could your health center do with a fifteen percent base funding increase? With the current continuing resolution for health center funding expiring March 8, now is the time to answer this question for Congress. That’s why we call on health center staff, board members, and advocates to join our Week of Action on February 16 – 25. We’ve set a goal for 100 people to call or email members of Congress, and we’re incentivizing your participation with some friendly competition!

Every person who completes the calls or emails to members of Congress using the links below will receive an entry for your health center to win treats for staff. CHAD will draw for a winner on February 26, and the winning health center will receive treats at each participating clinic site.

It’s simple! These links are programmed to send you directly to the offices of your members of Congress, and they include sample language:

  • Support the funding levels in the Bipartisan Primary Care and Health Workforce Act that was reported out of the Senate HELP Committee.  
  • Health center funding has eroded by $2.1 billion because of inflation and patient growth. Compounding this challenge is that health centers have received level federal base funding for five years. The time to increase health center funding is now.
  • Share: What could your health center do with a 15% funding increase?

You play a vital role in your health center, whether you hold the title of front desk, receptionist, patient services representative, patient support, or patient access. As the first person patients encounter when they walk into your clinic, you set the tone for their appointment. You are also the voice on the phone when a patient has a question or needs an appointment reminder. Your reassuring presence can make all the difference when a patient is nervous about their visit.

This training series is designed specifically for you, and will include sessions on de-escalation and communication, health insurance, social drivers of health and scheduling best practices. South Dakota Welcomes New Director for the Division of Medical Services
Heather Petermann joined the South Dakota Department of Social Services on February 5 as Director for the Division of Medical Services. The timing aligned perfectly with Health Center Legislative Days, where CHAD and member health centers had the opportunity to meet the new Director during her first day on the job in Pierre. Ms. Petermann has extensive experience administering Medicaid, having served in Minnesota’s Department of Human Services for the past 12 years. She has overseen data analytics, health care quality, and payment reform initiatives. We welcome Ms. Petermann to South Dakota and look forward to continued conversations.
 
South Dakota Releases American Indian Health Data Book
 
The South Dakota Department of Health has released an American Indian Health Data Book, which highlights racial disparities across a range of health areas, including infant mortality, pregnancy-associated deaths, lung cancer, syphilis, and others. One graph highlights a striking 22-year gap in the median ages of death among American Indian and white people in South Dakota from 2017 – 2021. During this time, the median age of death was 80 years for white people and 58 years for American Indians. In testimony to the state legislature’s joint committee on appropriations last week, Secretary of Health Melissa Magstadt displayed the graph and said, “Until those two arrows are close to each other, we have not done our, completed our work yet.” Several CHAD Legislative Days event attendees had the opportunity to watch the Secretary present in committee, in addition to meeting with her the day prior.
Analyzing health data by race is important in order to identify and respond to disparities. At CHAD, we understand that health inequities are the result of unfair policies and practices in our society, which have created barriers to good health. We also recognize the cultural strength, resiliency, and vital contributions of American Indian people across the state of South Dakota and hope this report can help drive collaborative efforts focused on health equity.
NACHC Survey on Impact of Medicaid Redeterminations
NACHC is conducting a brief survey to understand the impact of Medicaid redeterminations on health centers and patients. This survey should be completed by someone knowledgeable about the number of patients impacted by Medicaid eligibility reviews to determine whether beneficiaries still qualify for Medicaid or Children's Health Insurance Program (CHIP) coverage. South Dakota Department of Health’s Opioid Program
The South Dakota Department of Health’s Opioid Program is pleased to announce the release of the Overdose Data to Action – States (OD2A-S) Community Health Worker Program Request for Applications (RFA). The Opioid Program is soliciting applications from organizations that employ an existing Community Health Worker (CHW) or a Community Health Representative (CHR) in South Dakota to assist with the goals outlined in the OD2A-S Workplan. Applicants may request up to $15,000 per CHW or CHR employee per project period. Applications are due by March 15, 2024.

Telehealth Learning Collaborative with American Heart Association
The American Heart Association Presidential Advisory on Rural Health highlighted the value Telehealth can provide and the Telehealth Portfolio is helping equip healthcare professionals. Now a NEW OPPORTUNITY exists for healthcare sites around the country. AHA will be recruiting for a Learning Collaborative of select outpatient clinics working to improve the consistent delivery of high-quality telehealth services to patients with chronic cardiac disease. This unique opportunity, supported by grant dollars from The Helmsley Charitable Trust, will allow outpatient providers to collaborate to develop strategies and quality frameworks to improve telehealth care delivery both locally and nationally. Selected sites will:
  • Receive funding to support quality improvement activities and participation in the initiative.
  • Collaborate with other system clinics and nationally recognized experts to share challenges and develop solutions together.
  • Access exclusive educational materials and resources for providers and patients.
  • Model share local quality improvement work nationally through conferences, posters, webinars, and more.

Role-Based Series: DRVS for Care Management
Care management is a multi-faceted effort that includes identifying and engaging patients, documenting care plans, monitoring plan adherence, and evaluating the impact of efforts on patient health outcomes. Despite how complex this system is, practices are often left to manage this work with inefficient tools, like excel spreadsheets. In this webinar, attendees will be introduced to a range of functionalities that can be leveraged to streamline and simplify care management efforts. Attendees will learn about opportunities and use cases for utilizing the PVP, dashboards, measures, and cohorts to identify and track patients. This webinar is recommended for care managers, or staff dedicated to identifying and tracking key populations, including population health teams or care coordinators.

Population Health Management: A National Learning Series
